I've looked everywhere for the tablature to Jim Mills version of I Started Loving You Again, and I can't find it anywhere. Does anyone have it or know where I can get it?

Here is a tab, that should be close, for the first part as Jim played on his "Hide Head Blues" CD.
Some of the bends are very hard to do. Look at the second measure of the tab. You have to hold the first and second strings stationary while bending the third string a whole step. Unless you have a very strong left hand you will need light gage strings with preferably a .012 for the third to make bending that string easier. Jim uses similar bends on "How Great Thy Art" and shows how to play them on his instructional DVD.
This is not a song for beginners. Even some advanced players might have difficulty playing this as Jim does.
I tabbed this using Guitar Pro instead of the usual TablEdit. Bends, prebends-release, etc. are much easier to do in Guitar Pro and it provides a nicer printout for bends.
