Music theory is breaking my brain - this is probably an easy one

Hi - new to the forum, so I hope this isn't a super annoying post for everyone.

I play guitar in a punk band, but we've started an acoustic side project.  I picked up the banjo about 2 months ago.  I can't figure out the theory behind this simple cover song I want to play.

The guitar is tuned down 1/2 step.  The Banjo Capo is on the 4th fret.  One chord he plays on the banjo is all open (So capo on 4th fret- that would be a B, wouldn't it?)  I just can't figure out if I am supposed to tune the banjo a 1/2 down too, and then use the capo, or what.  Someone who is smart please help an idiot.

Any thoughts would be greatly appreciated.  I put the link to the youtube video (stripped down in vegas is the live version I'm working off of).
